  • Letter to residents from Great Yarmouth Borough Council

    Dear Resident,

    Coronavirus – Your Councils’ support

    We are writing to you to keep you informed of the actions that are being taken both nationally and locally to contain and ultimately defeat the COVID-19 Pandemic, and to reinforce the actions that we need you to take to help us in doing this.

    Norfolk’s Councils have been working with community, voluntary sector and other public sector organisations in the county to prepare for when a situation like this might arise, while making sure they provide support to those who need it in our communities. We now also need every one of our residents to act and help protect themselves and others.

    We ask that you please read through the whole of this letter, which offers practical advice and directs you to key support packages if you are struggling at this time.

     

    Support for the Vulnerable:

    The Government announced that it would be stepping-up to directly support about 1.5m people identified as vulnerable in communities across the country. Some people will already have received letters from the NHS asking them to contact a national helpline so support can be arranged. It is essential that we shield these people from the virus. As a county, we are aware this list will not identify all people in our communities that need assistance.

    Therefore, if you are classed as either vulnerable (see Government advice on vulnerability) or are in need of support, either now or in the coming weeks, please contact our designated phone line on 0344 8008020 or visit Norfolk.gov.uk. This line will be open from Monday (30th March 2020), operating Monday to Friday, 9am-5pm.

    Volunteering:

    Our community volunteers, local charities and council staff stand by to assist you. We ask that if you are able to volunteer some of your time to assist others in your community, we really need your help. If you are a business and can help with services, vehicles or other resources, we would love to hear from you, as together we really can make a difference. Individuals who want to volunteer should visit www.voluntarynorfolk.org.uk  and businesses should email [email protected]

    Financial Help:

    The Government has provided a Hardship Fund to help people. If you are in need of this support, visit your local council website and follow the advice. Please do not visit your council offices, you will be able to access the information and ask for assistance either online or by phone.

    As part of the Norfolk Councils’ response, Great Yarmouth Borough Council has set-up a helpline for residents needing Council Tax advice and financial help. The number to call is 0808 1962236 Monday to Friday, 9am to 5pm.

    Help for Businesses:

    If you are a business in need of help, please visit the New Anglia Local Enterprise Partnership website www.newanglia.co.uk/free-support-for-your-business-during-coronavirus/

    Great Yarmouth Borough Council has also set up a help line offering business support. The number to call is 0808 1962240 Monday to Friday, 9am to 5pm.

    Help whilst Self Isolating:

    For those who are self-isolating and cannot access help to get supplies delivered, Great Yarmouth Borough Council has set up a help line to offer community support in accessing essential items. The number to call is 0808 1962238 Monday to Friday, 9am to 5pm.

    Donations:

    Finally, working with the Norfolk Community Foundation, we have launched a Norfolk Appeal Fund, which will be directed to charities on the front line of caring for people across the county. This fund will help us to support the people in our county who need it and is critical to our collective response. If you are able to support those in need in Norfolk, you can either go online to www.norfolkfoundation.com/giving-philanthropy/covid19communityresponsefund/ or through the post to: Covid-19 Response, Norfolk, Community Foundation, St James Mill, Whitefriars, Norwich, NR31TN. Cheques should be made out to Norfolk Community Foundation.

     Government Directive:

    It is essential that we take the direction given by the Prime Minister and stay at home.

    The advice was clearleave home only for:

    Shopping for basic necessities.

    One form of exercise a day (on your own or in household groups).

    Any medical need/care or to care for the vulnerable.

    Travelling to and from work, only if absolutely necessary

    Public Health Advice:

    Norfolk was one of the last counties in the country to have confirmed cases of the COVID-19 virus, but this should not give us any false assurance. We like the rest of the country have a rapidly escalating situation that requires us all to act and act now. We need to take the advice to stay at home – the virus does not spread itself, we spread it and we need to stop.

    Holidays in our parish: Covid-19 statement

    Our parish is part of a much-loved holiday area, where we welcome visitors year after year.  This however, is no ordinary year.  We are in the grip of a rapidly spreading pandemic, which appears to be spreading quickly, and which is deadly to our more vulnerable residents.

    The government has indicated that we should avoid all non-essential travel and that we should be socially distancing ourselves.  It has been said that those over 70 and those with underlying health conditions should put themselves into quarantine, because if they catch this virus, it is quite simply potentially a matter of life and death.

    A holiday is not essential travel.  We as a Council are extremely concerned that many are not heeding these national warnings with the advent of the new holiday season.

    As a community (and as part of that term, we include those who own caravans or chalets here, or who simply return year after year on holiday) we should all be doing everything within our power to stop the spread of this virus.  Simply put, travelling here further endangers us all.

    1. Like the rest of the country, our local pubs and restaurants, amusements, and in the wider Gt Yarmouth area theatres, attractions, museums and certain national retailers are closed to enforce social distancing. Like the rest of the country, we have queues in our shops for food and rationing of products.
    2. If you travel to us to spend time on our beaches, the raised population will be such that it will be impossible to socially distance yourself from others, with the result that no one will be able to safely use them.
    3. We have only one local hospital, the James Paget, which is already under extreme strain, dealing, like other hospitals nationwide, with confirmed cases of Covid-19. It serves an

    extremely wide catchment area including the towns of Great Yarmouth and Lowestoft as well as the Broads villages, and our rural location will mean that ambulance response times will be compromised.

    1. The local GP surgeries are already operating at capacity. There are no physical appointments, the local surgeries may not have your full records as you will not be registered with them, and our local pharmacy is operating on reduced hours with a physical limit on numbers entering the building.  You risk lesser care should you need it.
    2. Recently formed voluntary groups and local organisations are already working hard to support the large population of self-isolating elderly and vulnerable people in our parish to ensure that they have sufficient food supplies, medication, and all the administrative and moral support they need. These same volunteers, key workers, councillors etc are also, as in the rest of the country, family members too, and many had planned holidays themselves this Easter, which have been forfeited so as to all take our part in the serious responsibility of stopping the spread of the virus.

    Visiting Scratby, California or indeed Norfolk in general on holiday right now will simply make these problems even worse. The only responsible thing to do is to stay at home, as we are encouraging our residents to do, and look after yourselves and your families.  This is not a time to holiday.

    If we all travel freely, we will spread the virus further and faster and our already limited infrastructure and resources will simply not cope. If you become ill whilst you are here, you many not receive care that you require.  We support all our community, and our local businesses, but in these very exceptional times we strongly urge you to remain at home.  Until this virus has been controlled, we as a Council must protect the immediate wellbeing of our residents.

    Holiday visitors will be warmly welcomed back when this pandemic is over.  We are all in these uncertain times together. But for now, please, it is essential that you stay at home to protect yourself, your family, and our community.

    Parish Surgeries

    Ormesby St Margaret with Scratby Parish Council are starting Parish Surgeries to enable parishioners (who may not be able to attend parish council evening meetings) to meet with Parish Councillors and have an opportunity to discuss local issues on a Saturday morning on a monthly basis.

    The Parish Surgeries will be held from 10-12 on the first Saturday of each month as follows:

    February 2nd – Village Centre, Station Road, Ormesby

    March 2nd –  All Saints Parish Hall, Beach Road, Scratby

    Volunteers Needed to Listen to Children Read in Local Primary Schools

    Can you spare an hour or two a week to listen to children read in a local primary school?  Schoolreaders is looking for more volunteers in the Ormesby area to carry out this important role.

    Reading time for many children at home and at school is often insufficient and according to Government statistics, one in four children are now leaving primary school unable to read to the expected standard. This can have a lifelong consequence.

    Schoolreaders is flexible and aims to match your availability to an appropriate, local school.  No qualifications are necessary, just a good command of spoken and written English and a commitment of one year is requested. Our volunteers find the scheme incredibly rewarding, knowing that a few hours helping a child learn to read each week can have such a great impact on their life chances.

    AT THE EDGAR TENNANT RECREATION GROUND, STATION RD, ORMESBY ST MARGARET

    The Parish Council is considering installing CCTV at the recreation ground to protect the public from crime and antisocial behaviour, to promote crime prevention and improve community safety, following instances of crime and antisocial behaviour at the ground.

    The system would be installed by Ormesby Lads Football club at no cost to the Parish and be run and managed solely by the Parish Council in accordance with all relevant Data Protection and Protection of Freedoms legislation.

    As the recreation ground is a public open space it is important that we undertake a public consultation before making this decision, and we are seeking your views as residents of the parish and users of the recreation ground as to whether or not you would support this initiative, and consider it a suitable deterrent.

    National Smile Month is coming to Ormesby St Margaret

    Taking place from 14 May to 14 June, National Smile Month aims to promote and raise awareness of good oral health, and Ormesby Dental Care is getting involved to help achieve this.

    Songs of Victory – Saturday 5th May, 7.30pm at Filby Village Hall

    Filby Village Hall will be welcoming a theatre show on Saturday 5th May to perform ‘Songs of Victory’, which commemorates music, songs and sketches that helped “win the war”.

    The show features a talented cast which includes local professional singer, Sarah Probert who specialises in vintage songs and songs and medleys by the likes of Vera Lynn, Flanagan & Allen, The Andrews Sisters, The Glenn Miller Orchestra and Doris Day among others.

    The company are looking forward to appearing at the venue following a sellout of their Remembrance Day show in November last year, with singer Sarah saying “Music was such an important factor in maintaining the spirits of the British during both world wars, offering hope and optimism in a time of such fear and uncertainty and we are looking forward to celebrating those songs that everybody will know and can join in with.”

    Songs of Victory includes singalong sections and audience participation and promises to take you on a nostalgic and humorous trip down Memory Lane as the cast pay a sentimental tribute to the popular songs of the time, as well as sketches and poems that played such a big part in keeping up the morale of servicemen as well as everybody at home.

    There has recently been some damage caused to the Scratby beach gabions; Great Yarmouth Borough Council are aware of the situation and will be taking action.  In the meantime we urge local residents and members of the public to keep clear of this area until they have been repaired.

    Scottish Power Renewables – Public Information Days

    ScottishPower Renewables (SPR) is currently building the 102 turbine East Anglia ONE offshore windfarm off the coast of Suffolk. This project will be followed by the East Anglia THREE offshore windfarm which received development consent last year.

    Building on these first two projects within the East Anglian portfolio, SPR is progressing development of the East Anglia TWO and East Anglia ONE North offshore windfarms. As part of the formal consultation process SPR will be holding six Public Information Days where members of the project team will be available to answer questions about the two new projects. Please feel free to drop in any time between the times shown on the following link – Scottish Power – Public Information Days

    Community Land Trust Meeting – Tuesday 13th March 2018

    A meeting to discuss the potential of setting up a Community Land Trust, or Trusts, covering the northern parishes will take place at All Saints Parish Hall, Beach Road, Scratby on Tuesday 13 March 2018 at 7pm. All residents are invited to attend.

    Great Yarmouth Borough Council is exploring Community Land Trusts as a way for communities to take the lead on bringing forward new affordable homes within their own areas. Not for profit membership organisations main aim is to ensure these homes are genuinely affordable based on what people actually earn in their area not just for now but for every future occupier.

    The meeting on the 13 March follows a positive initial gathering in December which aimed to gauge community interest in setting up a Trust or Trusts for the north of the Borough.

    Join the Community Speed Watch – Volunteers Wanted

    Would you like to volunteer for Ormesby and Scratby Community Speed Watch?

    What is Community Speed Watch?  The scheme involves local residents partaking in speed reduction activity; speed monitoring is carried out by trained volunteers from the community, with follow-up work on education and enforcement by Norfolk Safety Camera Partnership, Norfolk Police and the Local Authority.

    Please be aware the Caister Costal Villages & Rural Flegg Villages ‘Safer Neighbourhoods Action Priority’ meeting is arranged for Wednesday 13th September 2017 at 19:00 hrs. It is being held at The  Community Centre, Playing Field Lane, Martham, NR29 4SP.

    This is a public meeting where local policing issues and priorities are discussed and prioritised with local officers and local residents.

    Community Singing

    Do you enjoy singing but don’t feel that you would be good enough to join a group, or maybe the thought of an audition worries you.

    Well you don’t have to worry about any of that with us.

    Soundwaves Community Singers are an enthusiastic singing-for-fun group who meet 7pm every Thursday at Hemsby Sports Pavilion.  We believe everyone can hold a tune and singing is not only good for your health, but fun to be enjoyed by all. There are no auditions.

    We charge £5 a month to cover the hire of the hall.

    Come along and join us, we’re a friendly group of mixed ages.

    Local Member Protocol – Trading Standards – New Avian Influenza Measures

    As members may already be aware, overnight the Secretary of State approved an order to make the whole of England an Avian Influenza Prevention Zone for the next 30 days, in order to help protect poultry from a strain of Avian Influenza in Europe.

    Outbreaks of a highly pathogenic strain of Avian Influenza have been confirmed in poultry and wild birds in several countries in Europe. No cases have been found in the UK and this Order is a precautionary measure to help prevent potential infection from wild birds. Poultry keepers are being urged to reinforce biosecurity measures at their premises.

    This Prevention Zone introduces mandatory enhanced biosecurity measures and requires the immediate housing of poultry, or where this is not practical, their separation from wild birds. Other captive birds should also be kept separate from wild birds.     Public Health England advises that the threat to human health remains very low.
